Established in 1987, TO Design, LLC is the collaborative partnership of W. Phillips Barlow, ASLA and Mark G. Smith, P.E., offering full Landscape Architecture and Civil Engineering services throughout New England and ten other states.
We feel the combination of Landscape Architecture and Civil Engineering within one firm allows us to design sophisticated site solutions that are aesthetically pleasing, functional, and buildable.
