As founding partner of TO Design, LLC, W. Phillips Barlow has a well-rounded background in all aspects of landscape architecture and site design. As Principal Landscape Architect, Phil has the proven ability to deliver a project from schematic design through construction oversight.
Phil has over twenty-five years experience in the field of site development and is responsible for managing and delivering all Landscape Architecture projects.
